What SPAN TS 21827 is

SPAN (Suruhanjaya Perkhidmatan Air Negara) is Malaysia’s national water services regulator, and its TS series are the technical specifications water authorities reference in their schedules. SPAN TS 21827 covers MSCL pipe — a mild steel barrel lined internally with cement mortar (for water quality and corrosion protection) and wrapped externally (bitumen enamel or painted finish).

Where a water-authority schedule says “steel pipe to SPAN TS 21827,” that is the compliance bar for the supply — and SIRIM certification of the product is the normal proof of conformity.

What the standard fixes

Per the published schedule, SPAN TS 21827 sets, by nominal diameter:

• Outside diameter and minimum steel wall thickness — the structural barrel.
• Minimum cement-mortar lining thickness — internal protection.
• External wrap thickness — bitumen enamel (e.g. 3 mm) or painted finish.
• Hydraulic test pressure — the works test each pipe must pass (given by diameter and steel yield class).

SIRIM certification and water-authority acceptance

For MSCL supply on SPAN-regulated projects, the pipe is expected to be SIRIM-certified to SPAN TS 21827.
